Stephen C. Westmoreland, Ed. D.
Dr. Westmoreland became the President of the Institute in 2002. He has over thirty years’ experience helping people in Tyler and East Texas. He received his Doctorate from the University of North Texas and is licensed both as a Psychologist and as a Psychologist with School Specialty.
William C. Brown, FACHE
Mr. Brown is Executive Director of the Loughmiller Institute and has held that position for 5 years. Brown received his undergraduate degree from Baylor University and his Master’s Degree in Healthcare Administration from Duke University. He is a Fellow of the American College of Healthcare Executives.
